Unless I am mistaken, one of the opening samples (the one about the White Tornado) actually comes from an advertising campaign for Ajax! ("It cleans like a white tornado.") I'll have to ask some of the folks in FLorida and elsewhere how clean their houses are after a tornado!

Does anyone know what instruments are used in this song?

Apart from the instruments in the original version - synth bass, melodica, accordion (not sure about that, maybe it's all melodica), violin, trumpet - there are multiple samples here, most prominently the drums.
