Interpretation 1

This song is clearly about someone holding the band hostage. The band will get it if the demands aren't met. "No cops" is a common thing kidnappers say as part of their instructions. As a song to introduce the band, it's a pretty classic TMBG kind of joking and creepy song.

Hostage situation

I agree with the first interpretation that this is likely a hostage situation, but the way they juxtapose "cops" and "they might be Giants" "no cops, just they might be Giants" makes me think that someone ELSE is being held hostage, and TMBG needs to play an impromptu show wherever this is to get this unidentified person (or thing) out safely, which makes it a really funny and dark introduction to any show.
