In case it's not obvious to anyone, this song is likely just a reading of bands that were playing the Lincoln Theater around the same timeframe as TMBG. "Who's Bad" is a Michael Jackson tribute band that frequently plays this venue.
Also, just in case anyone is curious, the "Jump Little Chicken" line is a reference to a band called "Jump Little Children," which is very popular in the Southeast and tours extensively there, resulting in a sell-out show at the Lincoln Theater about every three to six months. It is unclear if Flansburgh was simply amused by the name, or if he expected the fangirlish squeal that ensued when he made the reference live.
