This might be slightly obvious once you start pondering the title of this song, but here's my interpretation. At first the title seems like it's saying "2 Cool Girls" as in "The number of cool girls is 2." But it's "Too Cool Girls" as in "The girls have too much coolness." --My Evil Twin's Twin
