This is a programmed beat that doesn't perfectly sit well on the kit. Such is the beauty of early TMBG drum parts.

One way to play this would be to replace shaker with hi-hat, and play cowbell & tom with the same hand:

(Leaving out the wood block seems like a safe enough call, given that its hits are already doubled by the snare or kick.)
